We are looking for a responsible CPNC Support and Intervention Lead Officer to serve as support to the EGM CPNC in addressing specific critical /strategic/urgent supply chain matters as may be directed by the EGM CPNC. The service will be situated in C&P Shared Services, available to provided support to all sub-entities of CPNC both in Port Harcourt and Lagos and will report directly to the EGM CPNC.

ACTIVITIES

SUPPORT AND INTERVENTION ACTIVITIES

-The Service holder is available as a utility resource to be deployed by the EGM CPNC to special supply chain matters of critical/strategic importance which require urgent intervention and solution.

SUPPORT TO C&P SHARED SERVICES AND OTHER SUB-ENTITIES WITHIN CPNC

The Service holder primarily supports C&P Shared Services on specific supply chain topics including but not limited to Technical Assistance Services and Service Contracts coordination and end-to-end tendering process in compliance with affiliate Contracts Committee procedure

  • Validation of contracts strategy
  • Technical and Commercial ITT processing
  • NCDMB involvement with support of Nigerian Content entity
  • NUIMS involvement in liaison PAR
  • Negotiation and analysis of commercial bids
  • Preparation of recommendations to award
  • Post contract award management
  • Ensure proper administration of the overall Technical Assistance Services and Service Contracts portfolio in the affiliate, Contract/PO monitoring for timely renewal, Contractor surveillance to ensure compliance with contract terms and conditions

– Provide professional advice and guidance to all contract owners/entities with respect to contractual matters
– Depending on the specific topic assigned by the EGM CPNC, liaise with C&P Domain Managers, Technical Duets and other internal interfaces for timely delivery of supply chain solution needed to address specific concerns or any desired improvement.

– Adapt standard Contract template documents to local conditions
– Compose contracts from standard contracts or without standard contract for specific entities

– Support the preparation of files for the settlement of claims and law suits in relation with the judicial, insurance and financial department
– Carries out any other duties that may be assigned to him from time to time

CONTEXT AND ENVIRONMENT

  • Lack of planning from User department leading to urgent treatment.
  • Long and complex tendering process (notably NUIMS approval)
  • Increased political pressure in Oil & Gas Industry (Local Content, Community Content, Carbotage lawand large number of vendors requiring development in matters of HSE and Quality Assessment.

H3SE

The Service holder adheres to the H3SE rules

  • Be in constant alignment with H3SE Company rules, Procedures, Instructions and applicable legislation
  • Take the necessary measures to avert the immediate threat of danger. Exercising caution as necessary to avoid danger to persons and installations or avoid pollution
  • Participate actively in H3SE meetings, training sessions and drills and co-operate actively in the execution of H3SE plans
  • Implement the H3SE clauses within C&P documents

ACCOUNTABILITIES

  • Ensure 100% compliance to COMPANY rules, SOX and local rules
  • Ensures contracts are drafted in accordance with approved model which reflect to company’s ethics policy,procedure thereby minimizing company’s exposure to risk.
  • Contributes during negotiation either for dispute resolution and claim settlement or for generation of saving.
  • Leads as directed by the EGM CPNC the Management of some Critical CPNC Process and Procedure Reviews/Revisions, as Challenges not well managed may lead to Project/Operations Delays that translate to escalation of Cost and may also impact on the overall Group Performance.

REQUIRED QUALIFICATIONS / EXPERIENCE

  • A degree in Engineering, Management or Social Sciences (preferably Supply Chain)
  • Membership of relevant professional bodies in the Supply Chain and in Operational functions will be an addedadvantage.
  • Up to 25 years’ experience in oil and gas industry of which 20 should be in supply chain.
  • Demonstrable general knowledge and understanding of commercial, legal and insurance issues affecting thecompany in general.
  • Good command of English language and excellent communication skills.
  • Main Personal Abilities: Basic Human Relations, Problem Solving, team player andplanning/organizing/coordinating /controlling
